Stretch a piece of absorbent cloth across it, tack in place with masking tape or something, loads of fibreglass resin + hardner mix, then a thin skin of p38 filler over the top of it, sand down, paint :D

is that the only method or do you know of others?

Well if I was to do it, thats how i would set about it. Not saying its right or wrong or the only/best way.

Plastic weld
I cut a section from a 1.1 bumper to the left of the recess - then cut the recess out of mine
Trimmed the new piece to shape and then plastic welded it in
Put fibreglass on the back to keep it strong and P38 body filler to skim over the top
Works a treat :)

done 3 my self so far an no probs.. also removed the bar.
to do the recess you should sand area then cut small piece of sheet metal and screw self tappers through the metal sheet into the back of the bumper. basically the recess should have a back section to it now, which is used for strength but mainly for the SMC filler to stay in the 1 area instead of falling down the back of the edge of the recess.. usually takes about 3 loads of filler ta fill the recess, ur better filling it in stages instead of 1 big load.. dries better!! then just rub, bit of a bugger ta do but thats part of panel beating life..
if ur doing bottom bar, you just cut bottom bar off.. make some templates of the holes that are left from the bottom bar, then by using the plastic from the bottom bar cut out the correct shape of the templates and plastic weld the small parts that you cut out from the bottom bar on to the main bumper, sand down and fill..
any probs give me a shout! seen phils way on some girls 106 i've seen but was cracked, so i stick to my way! also seen blocks of wood screwed through the bumper recess been used to fill it, bit mad i would say..
if ur doing the bonnet.. make a metal plate and weld it in, then fill it.
sorry for any mistakes, its late and should be sleeping.. got the bloody superbikes in 8hrs.. not enough hrs lik..
