help!! emmisions problem 106 xsi

hi i hope someone hears my cries!!
i have a 106 xsi 1.4 8v s1 1995 that has failed mot on emmisions badly co around 8 not 0.8 -8 i know bad. not had car long so dont know tuning history.
things iv'e done to rectify high co are lambda sensor and cat but still reading at around 8
no adjustment possible as its ecu controlled i have an ecu on order
would realy apreciate any suggestions

ECU memory check
If all ok
some new plugs + leads if they look dodgy
a new air filter
set tappets
a damn good thrashing just b4 the mot to get the cat HOT
