read drums will have the shoes seized. happened to me with my car sitting for 6 weeks.
put the car in first or reverse, on level ground, take the back wheels off, one at a time and hit the drum with a hammer. try moving the hub with your hands. put the wheels back on and see if its made any difference.

One of my shoes had completely disintegrated after sitting in my garage for around the same amount of time.
When i was driving down the road in the rain with only 3 wheels rolling i decided there just might be something wrong!!!!
I replaced both shoes and now its fine :)

if the hanbrakes been tightened recently could hav been tightenedup too much so back brakes on constantly ?
Could also be your cables. only way to really find out is to remove and inspect.

more then likely to be the cables mate, take the hub off, this will require a slide hammer if the hand brake is stuck on, disconnect the cables and replace them, you may need to cut the off if there siezed
